Screen artifacts on PC startup

This happens all the time on my Samsung Odyssey monitor. I have a dual monitor setup with a AOC monitor on the side and whenever I start my PC there is a 50% chance that my Samsung monitor will be displayed like this.

When I start the PC, the Samsung logo and my motherboard logo displays without a problem but as soon it reaches the Windows login screen, this happens

I need to restart my PC a couple of times for it to be displayed normally. What is the reason?
