Why hasn't Sam been Given any love interest?

He's been in the MCU for over a decade and never had anything even remotely close To a relationship, I know not everybody has one but he's clearly interested like when he flirted with Natasha in winter soldier. I know we can't really do Misty Knight but they had the perfect opportunity with Leila and still didn't do anything
