Cisco trunk ports not communicating

I'm trying to setup a 3560-CX POE connected off of my 2960x and my trunk port will absolutely not communicate. The config is exactly the same, when I check if the trunk ports are open and communicating with sh int trunk they show as open and communicating with spt on both switches. Actual port configuration is identical on every single setting between each switch. Is there any reasonable cause for why this might be happening? It's driving me insane.
