MVP Black hole Lite conversion

I’m looking to convert an MVP Black hole lite to a permanent basket placement. There’s already a metal post cemented in my backyard. 1. Any thoughts on how to cut the metal in the center of this ring to fit the basket onto the post? 2. Any thought on homemade collars to keep the basket and the band in place at the right height?
