Super scratchy feedback on my recordings.

I’m using an M-Audio M-Track Solo and a Focusrite Scarlett Studio microphone on the Reaper software. No matter what I try (change sample rate, gain, switch cables) it’s the same. The output to my headphones sounds scratchy even when I’m not playing anything, but also I can tell the input must be bad too because sometimes recordings will have the same distortion in the same spot every time I play it. However, other than that the distortion is completely random. I’m using the correct drivers and I’m just not sure what to do. Does anyone have a fix?
