Never dropped a Burning Curse Helmet??!!

I don‘t know if my game is bugged or not but I just tried the Boss Vulcan on easy and cleared him. Then I used all my 11 tickets and I also had some tickets before being able to clear Vulcan and just used them for Cerbie and 25th floor, so that means I had about 15+ tickets and I NEVER got an burning curse helmet???
