does this look or sound like eczema?

for a few months my hands have suffered with dry patches that sometimes turn red like this with little dots.

i’ve also had this problem twice with my ears and once with my chest.

my mom has eczema but hasn’t had a breakout in a very long time and i’ve never been checked.

i’ve tried reapplying different types of lotion and vaseline daily and nothing seems to help, just wanting to see if anyone else has a similar experience
