Are the DOM 3 rockets broken?

Every time I launch the rockets into any tornado, whether it be 150 mph or 200, the rockets will gain maybe $20 and then just stop getting money all together, even though the windspeed is still high. I know its not frozen because the windspeeds are still changing like normal. Is there something I'm missing?
