Jetragon and Frostallion higher level. Is it normal?

Recently I wanted to fight frostallion. While I was flying to him, I saw on the map that frostallion is a level 55. So I thought “okay”. But when I watched some tutorials, everybody had him on level 50. Same with jetragon.
