Post Nerf Questions

I was away for a bit and came back to the game. Before the nerf I was able to rest for Inclemency and always spawn the Apex monsters now I can’t?

Also how do I get Arkveld to spawn with a guaranteed gem?

How do I get Jin Dahad to spawn also with a guaranteed gem?
