I'm sorry, but what is the point of Evelynn?

I actually like her playstyle, because you have to adapt your gameplan according to keywords you get. The problem is, that it doesn't give you enough payoff for that. I'm adapting whole game, meanwhile another Bard deck gets million stats by doing nothing or Kai Sa is already attacking you second time. Building any deck with Evelynn is atrocious experience. Her region is basically Shadow Isles without heals and hard removals. I can't build anything with her, because regions that benefit from her tempo stats don't have removals, while regions that have removals just don't have enough synergy points to make it worth. She is too limited. What was the point of making her Runeterra champion again? I'm sorry I was just trying to build decent deck with Evelynn and got so frustrated. Please suggest any decent and unique deck, where Evelynn makes sense .
