Looking to re-gear

I have a 2009 jk X 2 door (the base base model) 3.8 auto, and have been running 35s for a while on stock gears getting horrible mpg, currently 11.2, I’m looking to re-gear for better drivability/ gas mileage and a more power. What gears can I get away with without putting beefier axles and other components? (Typical driving is stop and go and 45mph commute each day)
