ideas for quarter quells?

in honor of finally discovering what happened in the 2nd quarter quell i would love to hear fan ideas of other quell restrictions say the rebellion never happened. i saw one somewhere that in order to remind the citizens that they waged war against their own brothers, only tributes that have brothers will be reaped and their sibling will accompany them. i can so see the capital doing something like that
