Ear buds

Serious question and no offense is meant to be given and this is with the upmost respect, but how can we hire people who are deaf but simultaneously not allow ear buds? If they can’t hear and I can’t hear isn’t that all the same? Even if I only got the one ear bud in I can hear better than a person who is deaf. This hasn’t ever made sense to me and seems like it’s a contradiction
