Rubick Spell steal

Does Rubick have increased cast range and cast speed? I was playijg Outworld Destroyer mid vs a Rubick, he stole Astral Imprisonment and he was always able to cast it before I could. Even if I clearly was coming towards him with the spell clicked on him already, he could always turn around and hit me with it first. It was beyond frustrating because I couldn't understand why he had a faster cast, when I dont see anywhere on the hero where it says he could do spell quicker.
